The scope of the SERVICE consists in assisting the various operational and support entities of Company Angola in implementing its Oil Spill Contingency Plans (OSCPs).
The person responsible for this SERVICE will be the Company specialist for all Oil Spill Response related matters: issuing and updating of reference documents, maintenance of anti-pollution equipment, products and materials, training of people, drills and exercises …
The SERVICE is 24h/7d.
Technical activities:
This SERVICE encompasses mainly the following activities:
- Strategy - Equipment
§ Definition of technical solutions to implement the Oil Spill Contingency Plans (offshore and onshore)
§ Identification of requirement for best suited oil spill response equipment and material: scope, call for tender, etc.
§ Storage, maintenance and test of oil spill response equipment: programme definition, supervision of operations, etc.
- Oil spill response preparedness
§ Development and regular updates of the OSCP and the associated action plans
§ Training program of all personnel involved in the oil spill response in CMU and on site (OSR Team, Management, others entities, sites and service companies) in compliance with IMO 1, 2, 3 trainings.
§ Training, coaching of an Angolan assistant.
§ Program, organization and running of exercises in CMU and on site with deployment of equipment (containment and recovery, dispersion, etc.).Involvement and organization of an annual Full Scale Exercise (FSE)
§ Participation in the ANG-212 technical discussions (Angolan oil operators mutual assistance agreement)
§ Participation in ACEPA meetings (Association of Angolan E&P Operators)
- Specific Tools
§ Definition of specific tools for managing oil spill incidents
§ Environmental sensitivity maps & site protection
§ Oil spill modelling and behaviour
§ Geographic Information System
§ Contacts and available equipment databases (Tier 2)
§ Maintenance of "Oil Spill Planning Room" and management tools
- Response to real oil spill incident
§ In case of real spill, the person is highly involved in the crisis management: o In CMU as “Deputy of the oil spill planning leader”: Sizing up the oil spill response (human and equipment resources, etc.), propose an oil response plan (offshore, onshore including waste management and oiled wildlife management), contact with Tier 3 service providers (OSRL, etc.)
o On site as “On scene commander”: organize and manage the offshore/onshore oil spill response
§ Perform aerial observation surveys
§ Assist Company in the notifications of oil spills to the national authorities
§ Involvement in the oil spill incident analysis and implementation of the lessons learned Company technical support to Angolan Authorities for all "National Oil Spill Contingency Plan" issues
REQUIRED SKILLS for the execution of the SERVICE:
Knowledge of Oil & Gas E&P operations ;
Thorough practical knowledge of oil spill response operations offshore (aerial surveillance, containment and recovery, dispersant spraying) and onshore (protection, shoreline protection and cleanup, etc.) ;
Thorough knowledge of oil spill response equipment offshore and onshore (choice and operating) ;
Requisitos
- Knowledge of Oil & Gas E&P operations ;
- Thorough practical knowledge of oil spill response operations offshore (aerial surveillance, containment and recovery, dispersant spraying) and onshore (protection, shoreline protection and cleanup, etc.) ;
- Thorough knowledge of oil spill response equipment offshore and onshore (choice and operating) ;
- Accreditation for IMO OPRC level 1 and 2 oil spill response training appreciated;
- Basic knowledge of environmental and societal issues related to E&P Activities ;
- Experience in the oil spill response (real events, trainings, exercises, etc.) ;
- Effective communication skills including the ability to train and coach staff and contractors ;
- English speaking and writing. French and Portuguese appreciated;
- Good report writing skills and competence in the use of MS Office business and specific software for oil spill response.
