PROJECT/PROGRAMME REPORTING

  • ·        Ensure timely consolidation and submission of high quality ADM management reports, Mid-Year Reports, relevant project and special reports and human interest stories by the Project Managers.
  • Ensure consolidation of timely, regular and quality project management reports and updates on special projects. Facilitate and ensure timely preparation and submission of quality midyear and annual report, project reports and human interest stories by the Program.
  • BUDGET PLANNING/MANAGEMENT &, FINANCIAL  ACCOUNTABILITY

    ·        Lead Projects budgeting and planning processes and reviews; ensuring that the Programs execute budgets in relationship to project and programme objectives as planned.

    ·        Put in place immediate measures to address all variances in actual budget spending.

    ·        Perform carry forward processes.

    ·        Review Projects Field Financial Reports regularly and provide the required support to Projects to enable them keep on track. 

    ·        Ensure Programs develop, submit and implement action plans to address all audit recommendations and that progress reports on the implementation are periodically submitted.

    Put in place measures to follow-up and monitor project implementation of audit recommendations
  • PEOPLE LEADERSHIP & MANAGEMENT

    • Ensure that competent and motivated staff are hired and retained, and have valid contract at all times in the projects.
    • Establish annual performance and development goals for staff to ensure optimal performance.
    • Provide team leadership to ensure goals/objectives are met in a timely manner.
    • Lead capacity building processes for field staff; support professional and personal development of all staff in the base through on-the-job coaching, identification of learning and cross-training needs and opportunities; ensure that all staff are appraised periodically.

    Make recommendations for staff promotions, rotation as well as relocations and reassignments. Resolve and manage conflicts within teams so as to maintain team spirit and well-being. Recommend staff disciplinary measures to Management.  Collate and submit annual leave plans for submission to People and Culture Department.


  • PROGRAMME PLANNING, MANAGEMENT, MONITORING AND VALUATIONthrough concept paper development and submission of actual project proposals.

    • Lead planning and implementation processes involving Assessments, Designs/Redesigns, Baselines, Evaluations and Transition as well as Lessons Learnt Events in the projects.

    • Conduct project visits and lead project monitoring processes by staff and partners to ensure alignment to National Office Strategy and achievement of planned objectives.

    • Ensure high level of quality program in alignment with World Vision standards and development approach.

    • Ensure the preparation, compilation and submission of quality, timely monthly, semi-annual, annual and other special reports by Project.


    Facilitate Programs to take advantage of funding opportunities through concept paper development and submission of actual project proposals


  • PROJECT/PROGRAMME INFORMATION MANAGEMENT


    Ensure availability of Project/program Information/data for input into Project Management Information System (PMIS) /Horizon and that these are regularly updated


  • ADMINISTRATIION, POLICY COMMUNICATION AND COMPLIANCE


    Facilitate the provision of adequate logistics and administrative support to the projects to ensure quality program and project delivery and reporting. Ensure Programs are well informed and comply with WV policies, guidelines and standards in program delivery through adequate orientation and continuous training.


  • PROGRAMME COORDINATION AND EFFECTIVENESS



    • Lead in integration of technical projects across all projects and ensure production of high quality child wellbeing reports that are submitted timely to donors/Support Offices.


    Ensure well-coordinated and effective communication between Operations Base, Projects and Head Office; create and maintain effective working relationships with, HEA, Ministry Quality and all sectors and department/divisions to ensure program effectiveness in all Projects.


  • STRATEGY DEVELOPMENT AND ALIGNMENT



    • Assist in country strategy development and ensure all projects are align to NO, RO, and SO strategic operational goals and priorities.


    • DISASTER RISK MANAGEMENT


      Coordinate DRRP initiatives/protocols at the Base level involving partners, e.g. government, civil society, private sector, and ensure emergency preparedness measures are in place for the safety of the program, Communities, RC & their families, and staff.


    • REPRESENTATION & STAKEHOLDER ENGAGEMENT


      Build partnerships through networking and advocacy with public and private sector to promote World Vision’s visibility at the Base Level and to represent the Program Director at all for a Facilitate networks with government, church leaders and other key partners at cluster level in different fora to influence inclusion of children issues.

  • Masters Degree in Development or Management and any related fields is an added advantage. In addition, he/she should have a Bachelors Degree in any of the following technical fields (Agriculture, Health, Education and WASH) from a recognized university.
  •      A minimum of 7 years of working experience with regards to the designing, planning, implementation, supervising and reporting on integrated development, relief and/or advocacy projects;
  • He/she should have at least 5 years’ experience in managerial position.
  • Experience in working independently with discretion, tact, patience and diplomacy. 
  •    Fluency in English and Portuguese
  • Professional licenses, as required in the field and by the donor
  • Be prepared to travel to implementation sites and regional, meetings as required
