Ensuring all work and procedures are carried out in accordance with the requirements of Angolan law
Ensure that all TLC buildings and vehicles are HSE compliant in relation to national and local legislation as well as to industry standards
Ensure that all vehicles are maintained in good order, safe, clean and carrying all necessary safety equipment
Ensure that all TLC company policies, practices, procedures are followed and that any non-compliant activities are reported immediately through the stated reporting route
Be able to undertake Risk Assessments and assist in developing safe methods and procedures to reduce risk
Assist in developing HSE Plans that comply with company policy and procedures as well as local client requirements.
Assist with the development and implementation of emergency response plans
Ability to work with clients and their HSE professionals to fully understand their HSE requirements for projects and to assist in the development of solutions to respond to their requirements
Ensure accident reporting is carried out properly and investigate fully and report with solutions to prevent it happening again.
TLC Lda., are seeking a self-motivated, Health, Safety & Environmental Coordinator to provide HSE support to their growing business. The successful candidate will be an HSE qualified professional with at least 5 years good all round practical experience and preferably with an understanding of maintaining vehicle safety standards.
They will be responsible for all aspects of HSE in Angola, based in Luanda but will cover offices in Cabinda, Soyo and Lobito as well as seaports and airports. In addition they will represent TLC at clients worksites and bases for HSE meetings and to oversee operational activity.
TLC is committed to providing the best possible service to their clients and therefore Quality of service will be an integral part of this job, checking that procedures are followed. The ability to report accurately is important. The ability to present to staff and provide basic HSE training would be an advantage.
TLC are providing services to their clients on a 24/7 basis and there will be a requirement to work out of normal office hours as required to ensure best QHSE practice is maintained.

Minimum of 5 years relevant experience within an Oil & Gas related industry
Understanding of shore based operations in support of off-shore activity (This job is shore based with very occasional requirement to be off-shore)
Fluent, spoken and written Portuguese and English
Ability to write reports in both languages
A Diploma in Occupational Health and Safety or equivalent qualification
Knowledge of HSE principles
Have a clear understanding of what is required by law, codes of practice and standards for HSE in Angola.
Proficient in the use of MS Office applications Word, Excel, PowerPoint etc.
Current driving licence
Ideally have practical skills in relation to vehicles, cars, pick-ups, minibuses and trucks
Trained and with current certificates in basic HSE skills such as First Aid, Fire Fighting and Defensive Driving etc
